It should be a disciplined signal brief that clarifies what is discarded, what is monitored, and what is moved forward into structured scoping.

In practical terms, the filtering step needs a named owner. Someone must be accountable for narrowing the field, not just expanding the conversation. Without that ownership, signal work becomes ambient research rather than decision infrastructure.

If it does not narrow the field, it is not working. If it does not reduce exposure before commitment, it is not doing enough.

The advantage is not seeing more. It is knowing which signals change decisions before time, budget, or architecture begins to harden around the wrong move.
